Huawei Cloud Pivots to 'Agentic' Infrastructure Amid Global Expansion

Huawei Cloud is attempting to redefine its enterprise AI positioning through a new "Agentic Cloud" framework, as The Register first reported. During a keynote at HUAWEI CONNECT 2026, Dr. Peter Zhou, CEO of Huawei Cloud and Director of the Board at Huawei, unveiled a series of infrastructure and software updates aimed at scaling AI agents within production environments.
Central to this strategy is the launch of the AI Cluster Service (AICS). The Register reports that this service is designed to reinforce the "silicon bedrock" of the cloud, featuring a five-level fast recovery mechanism and full-chain observability. According to the company, AICS can support stable training on the cloud for over 40 days and recover from faults within 10 minutes, while delivering 20% higher token throughput than previous compute services. The AICS will be available in China on September 30, 2026, and in international markets on November 30, 2026.
To support these agents, Huawei Cloud introduced "Agentic Infra," a paradigm focusing on unified general and AI scheduling, enhanced memory, and efficient tokens. This includes the Context Memory Storage (CMS) solution, which The Register notes provides petabyte-scale memory space—double that of comparable industry products—and terabyte-scale memory reads with 50% higher performance than peers.
On the software layer, Huawei is pushing AgentArts, an enterprise-grade agent platform, alongside its open-source counterpart, openJiuwen. The Register reports that openJiuwen has seen 3.29 million downloads and over 50,000 stars. The platform provides access to over 5,000 general Model Context Protocol (MCP) assets and 1,000 industry-specific assets. Current customers include the University of Science and Technology of China, Kingsoft Office, China Southern Power Grid, the Shenzhen Longgang District Government, Guangzhou Laboratory, KingMed Diagnostics, Changsha Thunder Cloud Network Technology Co., Ltd., and Sichuan Yingu Carbon Sink Renewable Resources Co., Ltd. Kingsoft Office specifically integrated the platform with WPS Comate and the WPS 365 Document Center to create vertical office agents for government and finance sectors.
Huawei is also expanding its Industry AI Foundry, which aggregates industry-specific data and models. The Register notes the foundry has over 1,000 deployed projects and 1,000 industry assets across five existing zones: Smart Finance, Smart Manufacturing, AI for Science (AI4S), Embodied AI, and Smart Healthcare. Two new zones were added: an AI Hardware Zone with 15 core partners covering 20 device types (including AI recording cards, AI toys, and AI glasses), and a Smart Government Zone featuring 24 founding partners.
To facilitate commercial growth, Huawei Cloud has partnered with iSoftStone Group, Chinasoft International, and Beiming Software to launch partner commercial editions. Additionally, the Agentic Model as a Service (MaaS) platform allows developers to access models from various providers; at the event, MiniMax demonstrated a multimodal model integrated with Huawei Cloud. AgentArts is scheduled for release in markets outside China on December 30, 2026.
