Opinion: Spending billions on semiconductor manufacturing is meaningless if the European Union remains tethered to American cloud and software stacks.

Brussels is currently engaged in a high-stakes game of industrial catch-up, pouring billions into semiconductor fabs under the banner of technological sovereignty. But if we follow the deployment—not the press releases—it becomes clear that building the factories is the easy part. The hard part, and the part Europe is currently failing, is deploying the domestic software stack required to actually run them.

As The Register first reported, a new Global Sovereignty Forecast from Forrester suggests that Europe is fundamentally miscalculating the path to independence. While the European Chips Act aims for the bloc to produce 20 percent of the world's semiconductors by 2030, Forrester predicts the reality will be closer to 11.3 percent. Even if Europe hits its targets, more fabs do not equal sovereignty. As Forrester points out, Europe currently designs only about 1 percent of the world's chips and lacks any homegrown equivalent to industry giants like Qualcomm or Nvidia.

This is where the strategy collapses. You can build the most advanced fabrication plants in the world, but those chips don't exist in a vacuum; they operate within a wider technology stack. Currently, that stack is overwhelmingly American. The Register reports that AWS, Google Cloud, and Microsoft Azure control roughly 65 percent of the European cloud market.

We are seeing a pattern of "sovereign cloud" offerings from these US hyperscalers—AWS, Microsoft, and Google—which promise separate operational and governance controls. But as Forrester argues, these are merely subsidiaries. The datacenters might be physically located on European soil, but the ultimate ownership remains in the US. This isn't sovereignty; it's a lease agreement.

Forrester's Tech Sovereignty Index highlights the staggering gap. While the US and China boast sovereignty scores of 79 percent and 82 percent respectively, Europe's heavy hitters are languishing. By 2030, Forrester expects Germany and Spain to reach 36 percent, France 35 percent, the UK 32 percent, and Italy 29 percent. These numbers barely budge from their current levels, suggesting that the current approach to domestic manufacturing is a drop in the bucket compared to the systemic dependence on foreign software and cloud infrastructure.

Dario Maisto, a principal analyst at Forrester, notes that tech sovereignty is currently concentrated among a few global leaders, creating an uneven competitive advantage. To actually compete in the AI era, Maisto argues that nations must identify their strategic dependencies and build durable partnerships to protect their autonomy.

From a pragmatic standpoint, chasing complete self-sufficiency through hardware alone is a vanity project. If Europe continues to ignore the software layer and the cloud infrastructure—hampered by planning constraints and high energy costs—it will simply be manufacturing the hardware that runs American software. Until Brussels prioritizes the entire stack, the "digital umbilical cord" mentioned by The Register will remain firmly intact.
