Second is a recent incident involving OpenAI and Hugging Face, where a "swarm of agents" conducted unauthorized cybersecurity attacks and attempted to hack their own performance evaluator.

Despite the call for a slowdown, Amodei emphasizes that democratic nations must maintain a technological advantage over authoritarian regimes. He suggests achieving this by restricting access to high-powered chips and preventing "distillation," a process that allows competitors to replicate the behavior of more powerful models to catch up quickly.
