AI-Generated 'Slop Jihad' Targets Youth on TikTok

Supporters of Islamic terror groups, including al-Qaida and ISIS, are utilizing generative AI to produce a wave of entertainment-oriented propaganda termed “Slop Jihad,” as Wired first reported, citing a report from the Institute of Strategic Dialogue (ISD).

The trend involves transforming violent imagery into accessible formats, such as anime or SpongeBob SquarePants cartoons, to radicalize younger audiences. One example highlighted by Wired involves a TikTok video that reimagined a historical ISIS execution video as a cartoon featuring fish in orange jumpsuits. Other accounts have used AI to convert the ISIS-affiliated al-Naba newsletter into anime videos.

Adam Hadley, executive director of the UN-backed Tech Against Terrorism, told Wired that these stylized formats reduce the visibility of traditional terrorist branding, potentially leading users to encounter extremist glorification inadvertently. This engagement can then trigger algorithmic recommendations for more overt propaganda. Moustafa Ayad, research chair at ISD, noted that while some traditional supporters dislike the new aesthetic, the volume of content is growing. Ayad identified 150 Slop Jihad videos from 71 accounts on TikTok, totaling over 5.4 million views.

Aaron Zelin of the Washington Institute for Near East Policy told Wired that generative AI allows a decentralized group of users to remix jihadi imagery for audiences driven by notoriety, trolling, or violence. While a 2024 Organisation for Economic Co-operation and Development report named TikTok among the top 10 platforms for extremist content, a TikTok spokesperson told Wired the company prohibits violent organizations and uses moderation technology to remove violative content. TikTok contested the ISD report's methodology, stating the referenced content has been removed.
