Silver rejected suggestions that the team might recover lost picks, stating the goal of such sanctions is to ensure other teams avoid similar behavior through consequences that extend beyond financial penalties and suspensions.

The crackdown comes as Silver defends the league's "second apron" luxury tax threshold. Despite complaints from NBPA executive director David Kelly that the system "decimate[s] teams" and forces non-basketball decisions, Silver has maintained the necessity of the restrictive team-building options associated with the apron, as reported by CBS Sports.
